I think that dogs should have off leash hours. Just how the author stated we live on this planet through "compromise". Dogs are a very important of many families. For many, including me my dog never lets me be sad or upset she is always there to be goofy and cheer me up. No matter where you live there is always a way to have a dog accompany you. This is why the park should keep the off leash hours. In a form of compromise, the park could enforce stricter rules that benefit both parties. Dogs bring more to the table then they take away which is why I think they should have a time where they can run and be themselves.
My dog is the same way! She's always there to cheer me up when I need it. I think you make very good points too, they should be able to find a compromise.
